Yes, of course. But that something doesn't care about numbers, but
only about changer binary equal maintainer or any uploader, or
maintainer equal the Debian QA group. If so, it's close, otherwise
it's fix.

Of course - that makes life easier for anyone who has to deal with
that package later on.
