I guess the line between keeping the diff.gz bloat and orig.tar.gz
constant with upstream is a gray area.

For example, I've had to re-tar the Visual Boy Advance sources just now
because it extracted as VisualBoyAdvance-1.7.1 and not
visualboyadvance-1.7.1, as dpkg-source expects (or at least prefers.) Is
that not justified?

I agree, though, in general one Makefile probably wouldn't justify
repacking.
