As soon as practicable.  It's hard to put any hard limits on it - you should
file the ITP as soon as you've decided you want to package it, but packages
could be hard to produce, or you might be tied up with something else.  As
with all bugs, it'd be nice if you could put a status report in the bug
report periodically, but, once again, it's a variable thing.
