only if you dont tell dpkg-genchanges otherwise:

       -vversion
              In dpkg-buildpackage,  dpkg-genchanges  and dpkg-parsechangelog
              this  causes  changelog  information  from all versions strictly
              later than version to be used.

So, yes, it will, since dpkg-genchanges will parse all changelog entries to
create the Closes: field which is what katie uses.
