I would not emphasize on DD vs. non-DD but on hosting a repository.
The number of "inofficial" repositories is very high (just browse
www.apt-get.org) and it will increase more.
To centralize and support such efforts is a good thing.

Also, you should point packagers to my Unofficial Packaging Tips
page[1] to avoid common pitfalls for unofficial .debs.

The DDs can handle the packages. Remember, all the work is volunteer
work, so there are delays you might not expect or want (with me it's
mostly a new bunch of DVDs arriving in my postbox ;).
Just live with it.

If there are people willing to adopt a package, they should start
renaming the O: bug to an ITA:. If the bug is still O:, there is
nobody caring for that packge.

Yup, thats why I think the mentors project is a good thing.
