Unpackageable RFP

RFP: unreal-ircd -- feature-packed IRC server daemon
Two completely separate times, this clause has been discussed on debian-legal
and it cannot be packaged for Debian.
Who shoudl decide to remove the RFP ? or should it just be closed with this or a
similar note?
