RFS: makepp -- yet another make replacement



The ITP bug for this package says:

makepp is the rare case where a compromise worked well.  Namely, a compromise
between the power of cons (already in Debian) and the need to keep close to
traditional makefile syntax.  makepp has most of cons' power while it is
so compatible with existing makefiles that it can use many of them without
modification, perhaps in degraded mode.  Like cons, makepp is written in
Perl and depends on it.
