debmake was definitely first, then came dh-make. dh-make was created
because maintaining debmake became tricky and dh-make used the new
(then) debhelper tools.
dh_make --help tells you its based on debmake, there's probably some
remnant leftovers in other files too.
Both are around because some people don't like the debhelper stuff and,
as someone said before, there is interest by the respective developers
in maintaining them.
