Firstly, you can't really Depend on and then Replace a package at the same
time.

Package management is a small part of configuration management, there are
definitely better ways of building turnkey solutions than trying to fit it
all into the package manager.

Tools such as cfengine and isconf are designed to perform the automatic
configuration of systems outside of the package management, so that you
don't run into the problems you're having.  You can then perform package
management as part of the greater operation of configuration management, by
describing to these tools which packages a machine should and shouldn't have
on it.
