IMO 'cause it checks only package builddep list against the current
system. He asked for a general way of finding out that list.
That's not a general way is the right answer.

Use a _sid_ chroot (or pbuilder) with build-essential installed 
and discover the other ones by a try-and-fail approach. 
Apt-file could also be useful for this.
