I believe your "closes" entries should match the expression,

 /closes:\s*(?:bug)?\#\s*\d+(?:,\s*(?:bug)?\#\s*\d+)*/ig

listed by http://www.debian.org/doc/developers-reference/ch-pkgs.en.html#s- upload-bugfix

That is, the numbers should be prefixed by "#".

Well I thought looking at the changes file is not too much trouble. Here
is a fragment:

Changes:
 since (0.5-1) unstable; urgency=low
 .
   * New upstream version.
   * New maintainer (closes 201365).
   * debhelper in Build-Depends (closes 190527).
   * Updated to standards version 3.5.9.

-lintian and linda have no comments

I checked the build dependencies with pbuilder. There were no more
dependencies required.
