Certainly, in the general case... But I don't know for sure
what version numbers people have been putting in their own
builds, or for that matter what the version numbers in the
Debian archive were...

Although I guess I could put an epoch on the transition
package... I doubt anyone's done that locally. :-)

I'll have to reread the conffile/configuration file handling
policy, since one of the things that's changing is the directory
in /etc/ where the configuration is kept.

I guess the next relevant question is... How do I put an
epoch on just one package out of the source? I know it can
be done, since ext2tools (I think) does it.... I guess I
could just go and look how they do that. Oh well.
