You've got it the wrong way round there: -i filters diffs, -I filters
tars.

If you're using debuild, then set the DEBUILD_DPKG_BUILDPACKAGE_OPTS
variable in ~/.devscripts to whatever set of options you usually pass.
Mine ends with "-ICVS -I.svn -uc -us".
