Like most other things, there is a tradeoff here which depends on what your
needs are.

If you're developing software ON Debian:
  - Is any of the software in stable too old to meet your needs?
    - If none, run stable
    - If some, consider recompiling the packages you need from unstable and
      running mostly-stable
    - If many, consider running unstable

If you're developing software FOR Debian (e.g., packaging), run unstable (or
an unstable chroot).
