As I understand it, php4@packages.qa.debian.org reaches only those
subscribed to the package via the package tracking system, and not the
maintainer; otherwise I'd get duplicates of all bug reports against my
packages. Mail sent through the PTS is given additional headers, so
there's no way that MTAs could eliminate the duplicates.

Instead, php4@packages.debian.org reaches the maintainer.

(It'd be good if packages.debian.org were wired into the PTS, though.)
