rsync -aqz keyring.debian.org::keyrings /wherever/you/want/to/put/it
That rsync area appears to be about 12Mb at the moment. If you don't
need the absolute most current version, the debian-keyring package will
do.

keyring.debian.org is not a public keyserver, in the sense that unless
your upload refers to a Debian developer's key it will be ignored.
