package building for different debian development trees

Hello,

don't know if this is the best list for the question but I have a try.

I'm trying to build deb packages from a programm called sim 
(http://sim.shutoff.spb.ru/).
But unfortunately I want to build packages for a clean woody system.
I'm using kde 3.x and the libc6 from unstable.
So if someone else wants to install my created package, he would also have to 
use these programs out of unstable.

My Question now is:  

Must I use the same development tree I'm compiling for, or even the same 
libaries ?
In this case i would have to have 3 different debian trees ? 
(stable,testing,unstable) or not ?
