If you are unable to get your key signed then yes you use that method.
Your AM, when assigned can confirm that.  The alternative way to pass
the ID check will be done by your AM so if you truly believe it is going
to be impossible to get your key signed then start the NM process.

This is not to be taken lightly as if you obviously could get the key
signed your application might get bounced.  For example anyone in
Sydney Australia saying they cannot get a key signed, with at least 3
maintainers on the GPG exchange page and an active Debian SIG and LUG,
is obviously trying hard NOT to get their key signed.

The sponsor of mplayer would be an obvious first-choice of a advocate.
