Wow With every new thing I learn about Debian; the more I realize how little I know about Debian. Thank you all so very much! It seems that I didn't have dh_installcron in debian/rules and the naming of the file was wrong. Everything is working out perfectly and I couldn't ask for a better development platform to work with.
