Be careful about using the phrase "Debian policy", as this refers only to
what is in the Policy Manual.  It is a common practice to separate
documentation under certain circumstances, but it is not a policy by any
means.

Use your best judgement.  If the documentation is large enough, in
proportion to the rest of the package, that a significant number of users
would prefer not to install it, then balance that against the extra work
required to do this, and decide.
