Hello Piotras,
I am the author of dh-make. The short answer is yes, you will have to
make these files. dh-make does a lot but it is impossible to
programmatically work out what files should go where.
However if there is a good rule of thumb that can be applied to a
majority of cases, then I'm willing to put a patch in dh-make.
You only have to make that file once per package BTW.
