I don't know about the best, but something that worked for me is, supposing
the previous version was 1.7, to name the betas 1.7-2.0beta1 etc... and then
move to 2.0. 1.7-2.0beta1 is > 1.7, and 2.0 is > 1.7-2beta1.

But... Wouldn't it be nice to have dpkg understand "alpha/beta" in version
numbers?
