dh_installkpatches missing in action

I'm trying to Debian-ise a kernel patch and, looking at existing patches as working examples, I find the following comment in the /usr/src/kernel-patches/all/apply/<patch-name> script...

# File automatically generated from apply.tmpl $Revision: 1.8 $ by dh_installkpatches

This same comment appears in patches from both woody and sid.  But "dh_installkpatches" cannot be found.  It is not in "debhelper" (either pre- or post-version 3.4.x).

Can anyone point me in the right direction?
