You find some policies about the descriptions in
The description should/may/must:
1. The short description shouldn't be longer than about 60
characters. "Debian New Maintainers' Guide (1.0)" section 4.1
2. It should be kept brief - certainly under 80 characters.
"Debian Policy Manual (3.5.6.0)" section 5.7
(lots of good info at http://ddtp.debian.org/ddtp-text/misc/ddts-faq.txt )
After all, dselect can not display beyond 80 characters including
package name, I need to think a bit.
Maybe along the line of following may work:
debian-reference-en - Debian system administration guide, English original
or
debian-reference-en - System administrator's guide for Debian, English version
Longest one may be:
debian-reference-pt - Debian system administration guide, Portuguese version
