Is there a debian/ directory in the root of the source tree? Does it contain a 
file called rules? Is that file executable?

You can find all the answers to these questions by running the simple command:

  ls -l debian/rules

If it isn't there, then either you have done something wrong, or the person 
who sent you the files has. If it is not executable, make it executable 
(chmod a+x debian/rules) and try again.
