I recommend that you wait until kde3 is uploaded to unstable before uploading 
your package. If you put your package online and would like debian-kde3-ers 
to test it, send an email to debian-kde@lists.debian.org announcing the 
packages availability and location.

Also, send that same information (availability, location) to the ITP bug.
