You should not declare the dependency manually, but rather find out why it
is not being generated automatically and fix that problem.

The problem is that libsidplay1 has no shlibs file. It's instead in
libsidplay1-dev, where it doesn't belong, and so dpkg-shlibdeps doesn't work
correctly.
(hardcoding the dependency would have just hidden this bug for a while
longer)
