Changing teTeX default config
Sorry, I appear to have lost the message to which I am replying. It is:

You can't change the systems texmf.cnf, but you *can* replace it in a
specific environment.
If you set the environment variable TEXMFCNF=/path/to/dir/with/new/cnf/ then
it will read the texmf.cnf in there rather than the systemwise one in /etc.
