debian/rules build eventually results in invoking
/usr/bin/make -f debian/rules info;
which dies in the groff usage.

sbuild does a binary-arch build, by invoking 'clean', 'build', and then
'binary-arch'. The 'build' target will fail if groff is not installed on
the machine. Either the build target needs to be corrected to not build
'info', or you really do build-depends groff, not build-depends-indep...
