Not quite. Symlink following is controlled by the FollowSymlinks and
SymlinksIfOwnerMatch options, on a per-anything basis. The default Apache
access.conf (as I recall) specified FollowSymlinks for /var/www; I quickly
changed it to SymlinksIfOwnerMatch.
