Thinking about the current time it takes for a new maintainer gets 
processed, and amount of people who will be doing packaging before
being official developer, I think it should be useful to make an 
"official" ITA (including retitling of the bug etc.) with a note
saying "I am not yet a DD, but want to be", considering the
amount of time spent by people to browse through the wnpp bug
list (it's very big already).
