I don't think you can provide particular versions. Unless this has
changed in dpkg recently. (It's one of the most wanted features.)

I heard it was a bug in apt-get; it needs "A | B" as it can't
select something itself to provide B. dpkg itself is fine.

Yes, A | B is "A or B".
