You could have your package provide a conf file 
/etc/devfs/conf.d/package-name which contains:
REGISTER ^tts/0$ CFUNCTION GLOBAL symlink $devname flipit
UNREGISTER ^tts/0$ CFUNCTION GLOBAL unlink flipit

Then run "update-devfsd" in your postinst and postrm scripts.

Then the user could edit that file and run "killall -1 devfsd" if they want 
to change it.

This would be painful.
