No, if your binary is in /usr/X11R6/bin then its man page should be in
the /usr/X11R6 hierarchy too, under /usr/X11R6/man. dh_installman won't
do this, so you'll need to move it manually.

However, the right solution is likely to be moving your binary to
/usr/bin instead; see policy >= 3.5.5.0, section 12.8.7:

     Packages using the X Window System should not be configured to install
     files under the `/usr/X11R6/' directory unless they use `imake'.  The
     `/usr/X11R6/' directory hierarchy should be regarded as deprecated for
     all packages except the X Window System itself, and those which use
     the `imake' program it provides, in which case the packages may
     transition out of the `/usr/X11R6/' directory at the maintainer's
     discretion.
