There's no such section in the packaging manual. But maybe you're
referring to policy manual... well, I looked in policy before, but didn't
find it before... the "Files" chapter was a pretty non-obvious location
for a package nomenclature rule.

Oh well, now I know where it is for *next* time, at least...
