there seems to be no size limit on packages and there are packages that
are much bigger:

$ apt-cache show doc-rfc  
Package: doc-rfc
Priority: optional
Section: doc
Installed-Size: 23288
Maintainer: Kai Henningsen <kai@debian.org>

Architecture: all
Size: 20976574
...
