I can see one problem with omiting #3. If someone else posts the ITP (or
RFP or whatever) and you close the bug without reassigning it to your
package, then it will only get marked as done and not closed. AFAIK only
the original submitter or the maintainer (in this case wnpp@d.o) may 
close a bug.

I'll soon find out wheter this is correct since I just sent off a
package to my sponsor using the changelog method of closing the bug but
did not realize that I didn't do the original bug to the wnpp.
