I would suggest going to the Debian website (http://www.debian.org/),
going to the "Developer" section and reading the page on "How can I
help?" (or something like that).
The new maintainer scheme is currently just getting off the ground,
and should be up and running soon. In the meantime, you might want to
ensure that:
- you are reading the debian-devel-announce list
- you have read and understood the social contract (in
/usr/(share/)doc/debian/social-contract.txt)
- you have read the latest version of the policy (in the
debian-policy) package
- your package doesn't give any lintian errors and preferably no
warnings either
