Public domain wouldn't have to have a copyright statement -- just a
statement that they're in the public domain. You can put whatever
copyright statement you like on public domain stuff.

If agreement seems to be universal that they're in the public domain,
and distribution is usually accompanied by a similar statement, it's
probably safe to assume that this is true. [Without contrary evidence,
you have to trust..]
