If you want to maintain a package that will be part of the official
archieve you need to become a maintainer, and probably you will want to do
this eventually.  However, there is nothing stopping you packing up
whatever you have (make sure no one already has or is by checking if it
exists and doing an intent to package post) and putting it on the web
(with a disclaimer that it is not yet official, so debian proper bears no
responsibility).  This way you can learn the package system and get a
package out to your braver users while you wait for a sponsor, nw
authorization.
