Actually that's not true. dinstall does no automatic lintian checks, the
package is only checked (with lintian and otherwise) by a FTP admin when it
is first added to the archive.

Note that this doesn't mean we shouldn't strive to have lintian-clean
packages, just that we aren't forced to strive to have them... :)
