http://freshmeat.net/projects/apt-proxy/
apt-proxy is a simple script to build up a Debian FTP mirror based on
requests which pass through the proxy. It's great for multiple Debian
fans behind a slow link.

On the page there is also a discussion about the merits of doing it
with SQUID, which I do with great satisfaction.
