how to package gocr

(this is the forth time I send this email because of my ISP
misconfiguration, I can't see anyone o my msg, sorry for any mistake)

EHLO all,
 I'm packaging gocr (an OCR). It is a command line program, but it has a
 wrapper in tcl:

-rwxr-xr-x root/root    178264 2000-08-26 18:37:59 ./usr/bin/gocr
-rwxr-xr-x root/root     12467 2000-08-26 18:37:57 ./usr/bin/gocr.tcl

wrapper is very small, but depends on wish (so on tcl tk too).

I've put 'Depends: libc6 (>= 2.1.2), libstdc++2.10, wish'
Which is the best solution, let gocr depends on wish or 
make two packages (1 with only one small binary)?
