The "Permission denied" bit is most likely because debian/rules is not
executable.  You can change this with a simple:  "chmod +x debian/rules"
The rejection of the diff file sounds a bit more serious.  I'd make sure
that everything is sane, bump your version number because of the
permissions change, and then upload the new version along with the
complete source.
