dpkg was, until recently, maintained by Ian Jackson.  It was being
poorly maintained, with a lot of RC bugs, probably due to overload on
his time commitments.  Wichert Akkerman and Ben Collins forked the
dpkg project, fixing all (?) of the RC bugs and many, many of the
normal bugs, and assigned all of the fixed bugs to the pseudo-package
dpkg-iwj.  Then if Ian ever wants to pick up the project again, he has
the option of helping with the current version, or going back to his
old one, with all of the RC bugs still open.

I think that about sums things up.
