Oups! yes but only in the second part of the mail (where foo no more
exists). When foo still exist, Replaces must NOT be used! Often, this
happen when a single binary source package became a multi-binaries source
package: the maintainer forget to add a Conflict to the new package against
the old one (who still exists!).

Exemple:

foo (1.0-1) became

foo (1.0-2) and foo-doc (1.0-2)
 because foo-doc contains some files in foo (1.0-1), it must have:

Conflicts: foo (<< 1.0-2)
and possibly Suggests: foo (1.0-2)

but no Replaces since we still want foo (1.0-2) be installed.

At least, that's the way I understand it (your versioning of replaces
make me doubt a little; if we add the Replaces field as you suggest,
what foo (1.0-2) dependencies will be?).
