As someone said it is done by dpkg-scanpackages but...
to answer more fully...

to get it in the offical Packages.gz...just upload and there is a deamon which
runs and does this automatically as the uploads are accepted.

Unless you want to make your own directory where things can be installed from 
using apt..then you don't need to worry about it.
