I agree, don't make it Depends:, just Suggests: or Reccomends:.

This one should depend on aspell - why linking to aspell, when
you don't have runtime? Suggests: aspell-doc is fine.
And please, do what Joey said, make libaspell0 and libaspell-dev,
so people can know instantly it is a library.
