No policy yet. But they are intended as metapackages which contain no
code, but depend on those packages necessary to do certain tasks. As
an example, task-c-dev for development in C depends on
task-devel-common, c-compiler, ... and suggests task-debug, a literate
programming tool, ....
Thus installing task-c-dev will ensure that you have all necessary
packages for compiling a C program, and will suggest others that might
be helpful.
