My server doesn't have it (I manually copied it to this place),
because my server doesn't have any X-Server installed, but xwatch is
always running via ssh on my client machine...

I think, that the placement of rgb.txt in xserver-common is a bug (see 
#29814) and this file should be packed into xfree86-common or xlib6g
or something like this.

My first preference would be that XFree86 moves this file to a
different package (it is not only used by servers but by clients).

Until this happens, I would prefer a private copy of this file, like
other programs also did:

emacs20: /usr/share/emacs/20.3/etc/rgb.txt
latex2html: /usr/share/latex2html/styles/rgb.txt
x-symbol: /usr/share/xemacs/site-lisp/x-symbol/etc/rgb.txt
